Board Responsibilities

 

Hillcrest Nine Homeowners’ Association, Inc. a/k/a Hillcrest IX was incorporated in 1982. The Board operates under the Articles of Incorporation/Bylaws, and is responsible for enforcing the Declaration of Covenants, Conditions and Restrictions (CC&R’s). As of 2011, the annual budget is approximately $33,000. All HOA fees are placed in a money market account and transferred to a checking account as needed to pay the Association’s bills.

 

Hillcrest IX’s boundaries are Acoma Drive to the north, Hearn Road to the south, 12th Street to the west, and 14th Street to the east (otherwise known as the easement between Hillcrest IX HOA and Mountain Pointe HOA). There are 120 homes in our subdivision. The Association has five parcels of common property and an outer perimeter wall along 12th Street and Hearn Road that periodically needs to be maintained. In addition, plants and gravel along the outer perimeter periodically needs to be replaced and replenished.

 

The activities of the Board include but are not limited to the following:

 

  • Hold monthly board meetings
  • Interpret and enforce the CC&R’s
  • Conduct regular tours of the HOA to check for parking violations as well as to note any maintainance issues in the common areas
  • Display the American flags at the Hillcrest monument wall on national and other appropriate holidays
  • Attend legal seminars and consult with attorney as needed to ensure HOA compliance with Arizona laws
  • Oversee the financials
  • Conduct a reserve study to prepare for capital improvements and costly maintenance expenses that occur at predictable intervals  
  • Prepare annual tax returns and corporation filings
  • Bid and contract services for the common areas
  • Respond to Title Company and Realtor inquiries regarding the Association
  • Maintain files for each Lot and the Association
  • Review homeowner requests for property improvements (architectural approvals)
  • Respond to homeowners’ questions and concerns
  • Publish a periodic newsletter and oversee the Association’s website
  • Organize the Association’s community events: garage sale, trail grooming project, picnic, and annual meeting
  • Communicate with neighboring HOAs as needed regarding shared concerns
  • Communicate with the City and the police department regarding neighborhood concerns
